The City of Garland's Neighborhood Services Department is responsible for revitalizing neighborhoods by providing safe and affordable housing for low to moderate income households, providing funding to create or maintain a supportive social environment and to assist in expanding economic opportunities to residents of Garland.

 

Neighborhood Services activities are primarily funded through the Community Development Block Grant (CDBG), Home Investment Partnership (HOME) and the Emergency Shelter Grant (ESG) programs administered by the U. S. Department of Housing and Urban Development.
