Repairs to air conditioning units do require a permit (i.e. replacement of the coil, contactors, or charging the unit with Freon); additionally, when the condensing and / or the heating unit(s) are being replaced a permit must be obtained.
 
Additions, alterations, renovations or repairs to the system shall comply with the requirements of currently adopted City codes and ordinances.
 
Who can work on the units?
The State of Texas allows homeowners to install an HVAC system on properties that they own, live in, and homestead (must be homesteaded through Dallas Central Appraisal District [www.dcad.org] and will be verified by office staff at time of permit issuance).  NOTE:  If the Freon is being recovered from the unit, a licensed HVAC contractor must be validated to the job.

If the property is rental all work must be completed by a licensed HVAC contractor.    No Exceptions.

Access
Units must be accessible for inspection, service repair and replacement without removing permanent construction.  A catwalk or passageway must have solid flooring for units located in the attic.
 
Clearances from Combustibles
There should be a minimum of a one inch (1") space between Type B vent pipes and wood or insulation.
 
Installation
HVAC systems must be installed per manufactures specifications and the requirements of the currently adopted City of Garland code.
 
Condensate Lines
Condensation from all cooling coils or evaporators must be transported from the drain pan outlet to an approved disposal location.  Condensation shall not discharge into a street, alley or other such areas as to cause a nuisance.
 
Insulation of Refrigerant Piping
Piping and fittings for Freon lines must be insulated with 1/2" wall insulation.
 
Gas Appliances
Gas connections must be piped by means of an approved flex connector with an approved listed gas stop.

Electrical Requirements
When the unit is located in an attic a light fixture controlled by a switch must be located in the required passageway opening and an electrical outlet shall be provided near the unit.  An electrical disconnect is required for all the equipment.  Electric Branch Circuit should be connected to the unit with an approved connector or bushing.  Over current protection must comply with the manufactures specifications.
